I have two excel sheets. They are exactly equal, except one is created in an English Excel 2003, and the other is created in a Dutch Excel 2003. When I query the dates in these excel sheets, the dates queried from the Dutch one are always 1 day after the expected date. The times are correct. I was thinking this might be a timezone thing, but since the difference is a full day, that's unlikely.
I have a unit test demonstrating this behaviour, let me know if you want me to send it over.
I'm using the Excel driver version 4.1.034.

MS Excel has a stored base time, and maybe that's the issue. Please email us your xls sample.
